В большинстве программ, не связанных единой инфраструктурой (типа KDE, GNOME и
т.п.), файлы переводов хранятся и обновляются в том же репозитории (git, svn,
mercurial -- не важно), что и исходники программы. Пруфы можно найти на гитхабе,
гиториусе, гуглокоде, сорцфорже и пр..
В инфраструктуре KDE репозитории с исходным кодом и с переводами разделены.
Иходники могут без проблем использоваться без переводов, но не наоборот.
А значит, переводы --- вторичный продукт и уж никак не апстрим.
И что вы здесь пытаетесь оспорить, не понятно...
