Рекомендую посмотреть на DDTP:
http://www.debian.org/intl/l10n/ddtp
Там перевод описаний пакетов сделан достаточно просто, и новичкам, после
включения в команду локализации, можно сразу начать переводить, есть
система рецензирования.
