В принципе, их довольно просто загрузить с
svn co svn://anonsvn.kde.org/home/kde/trunk/l10n-kde4/documentation/
(Внимание! ~400 МБ данных, правда можно схитрить и загрузить отдельно docbook программы из каталога doc модуля)
Однако, традиционно, создание docbook считается заданием координатора, а не отдельных переводчиков.
