Да, но это не значит, что освоившего специальность. :-) Почему бы не выпускать
со знанием, например, навигационных огней тогда ?

Да не надо этого даже осиливать. Нужен банальный вариант "если это, сделать
то". можно, даже, без привязки к конкретному компьютеру.

А зачем ему СУБД и Access ?

Блин. Ещё раз. Для IBM PC штатной является переустановка любой ОС.
