Это будет скорее формализацией того, что уже есть. Во всяком случае, в
рамках kde-rus и gnome-cyr.
На мой взгляд, это шаг в правильную сторону. Например, можно
попробовать расширить http://l10n.lrn.ru/doc/doku.php?id=l10n:squads.
