Лучше уж самому транслитерировать, чем использовать Google Maps.
Многие города есть в Википедии; думаю, в данном случае ей можно
верить.

Есть http://www.200stran.ru/ , но там тоже есть ошибки. Чтобы
посмотреть на этом сайте список городов для какой-то страны, нужно
выбрать страну и пойти по ссылке "Кодировка".
