[d-kernel] [PATCH] [6.18] arm64: dts: Enable the PCIe controller for the Repka Pi5 board.

This enables the PCIe controller on Repka Pi5 board.
It also resolves the shutdown/reboot issue. Without this,
the `mmu600_pcie` node (which is unused but starts automatically)
fails to shut down, causing the shutdown process to hang.
