На сколько я знаю 3 дня можно пребывать вообще без регистрации
(точнее по закону обязаны в течении 3-х дней ее оформить так что
). Если останавливаетесь в гостинице, то имею на руках справку от
туда можно тоже обойтись без регистрации (кажется до 10 дней).
Дальше нужна регистрация.
Насчет милиции - тут уже сложнее - закон законом, но если
прикопаются то доказывать им что либо безполезняк - будет только
хуже :(
