За примерно 5 у е можно на любом вокзале у мента купить справку (выписка из
протокола), что тебя уже оштрафовали. Сам пользовался этим лет 5 тому.

Сейчас в Москве идет операция по поиску нелегалов. Особенно это касается
тех, кто нелегально работает (строителей etc).
Украинцам несколько проще -- на украинском языке отвечают и от них отстают.
Можно поискать советы на nelegal.ru
Милиция бывает разная, но скорее нормальная. По крайней мере, в Минске более
агрессивная, как мне показалось.
По результатам последней поездки (менее месяца тому) -- можно спокойно
ходить, пить пиво.
Из гостиниц могу порекомендовать "Байкал" -- не очень дорого (для Москвы), в
номере есть анлимитед телефон по Москве, телевизор, в холле можно перекусить
в кафе.
