this is true.  i think at this point there are ways that 
most people agree things should not be done, but that's about
as far as things have gotten.

this is still a problem in debian too.  the dpkg/debconf combination
in the debian packaging system gives a great oppurtunity for us
to be able to do things in a helpful and effective way, but unfortunately
the efforts are splintered and everyone seems to re-invent the wheel
with every package, often doing things against debian packaging policy.

recently, i've been focusing on a very narrow subset of the webapp
policy, specifically the part that relates to database applications.
you can find more information about what i've done here[1].  it seems
that ALT linux is rpm based, so i don't know how much of the packaging
work that i've done will be of help (there are packages for this stuff
already), but many of the decisions for how packages should behave if
they want to install their databases might be helpful for other
distributions.

note that none of this is actually debian policy, but a consensus reached
by a small number of developers via discussions on debian-devel.

it definitely is.  i maintain two web-application packages myself, and
am constantly annoyed by not only having to do a large amount of work
in packaging them, but also by other people's shoddy packaging of
similar applications.  

i've also been frustrated by the slow progress with the larger webapp
policy, which is in part why i've decided to focus on the smaller part
of database-related issues, because that's something i've been able
to handle myself, and i think the approach that i've used for this
can be expanded to the larger project once things have stabilized.

if you at ALT linux have any suggestions or feedback on either the web
or db-specific policy drafts, i'd love to hear them.
