Из очевидного:
Сделайте apt-get update и попробуйте ещё раз.
Убедитесь, что на разделе с кешом apt (/var/cache/apt)
достаточно свободного места.
Убедитесь, что между Вами и ftp.altlinux.org нет какого-нибудь
сломавшегося прозрачного прокси.
Попробуйте другое зеркало или другого провайдера.

Очевидно же, что это ответ какого-то http-сервера, что вообще
к локальной ОС отношения не имеет. Если, конечно, обновление
не идёт через какой-то локально установленный Squid, или что-то
подобное. Но, в любом случае, это не apt. Он так просто не умеет.

Ну всё равно эе это сторона сервера, а не клиента. Вот что
сломался сервер обновлений - это ещё можно было предположить.
