А скажите, плиз, в данном пакете, зациклившиеся ссылки в
/etc/ntp/etc и /etc/ntp/ntp, глядящие в ./ это нормально??

может он тоже chroot?
поднять сервис и посмотреть пробовали?

Я попробовал сделать его chrooted, но более важные дела не дали мне
закончить эту процедуру. Поддержка в коде уже есть, но инфраструктуры для
chroot еще не отлажена. Так что пока что не обращайте внимания на эти
ссылки.
