В OpenSSL это называется engine -- типа плагины у них так сделаны.
Engine с реализацией всевозможных наших gost (тот самый libgost.so)
вполне себе открыт, и доступен в большинстве дистрибутивов. Вот,
например, убунта:
$ dpkg-query -L libssl1.0.0 | grep gost
/usr/lib/x86_64-linux-gnu/openssl-1.0.0/engines/libgost.so
Я этим engine'ом даже уже пользовался для цифровых подписей.
