Может потому что пройти сертификацию (надо ли ее поддерживать при
новых версиях?) будет очень очень дорого? Я не уверен, но
преподаватели нам так говорили.

Была новость уже не свежая о том, что openssl поддерживает ГОСТ.
Isn't? Если да, то зачем писать еще?
