Это kcmkwincompositing из stable.

Почему перевод не загружается? Не знаю. Скорее всего, из-за излишнего
форматирования.
Что делать? Не знаю. В Frameworks огромные куски из 4.12 порезаны на
маленькие фрагменты. Возможно, они загружаются. Можно попробовать написать
в багзиллу, но вероятность исправления низка.
