when a key is defined with exactly one action code, and `plain keycode NNN = ACTION` is used after that, it acts as if the `plain` modifier is not present. It changes the key definitions for all modifiers.

Steps to reproduce:

$ cat
keymaps 0-1
keycode 46 = x
plain keycode 46 = +c
$ loadkeys ./
$ dumpkeys -f | grep ' 46’

Expected output:

keycode  46 = +c               +X

Actual output:

keycode  46 = +c               +C
