I assume the correct location for the map is supposed to be
determined by the key 'family' (azerty,qwerty,qwertz...) - in this
case (looking at the old 1.14.1wip) -
ken@bluesbreaker ~ $grep 'keycode *21 '
kbd-1.14.1wip/data/keymaps/i386/qwert?/cz*
tells us (chopped at right to avoid excessively long lines)
kbd-1.14.1wip/data/keymaps/i386/qwerty/cz-cp1250.map:keycode 21 = y
kbd-1.14.1wip/data/keymaps/i386/qwerty/cz-lat2.map:keycode 21 = y
kbd-1.14.1wip/data/keymaps/i386/qwerty/cz-lat2-prog.map:keycode 21 = y
kbd-1.14.1wip/data/keymaps/i386/qwerty/cz.map:keycode 21 = +z	Z
kbd-1.14.1wip/data/keymaps/i386/qwertz/cz-us-qwertz.map:keycode 21 = z Z y Y

From this, I assume that the Czech republic has people using qwertz
and qwerty keyboards. Alternatively, perhaps somebody with an
American keyboard needed to type czech on it and contributed a
layout. The choice of which map to use (and whether qwerty or qwertz)
is probably best left to the distro (and then modified by the
individual user to suit his or her needs), but logic suggests cz.map
belongs in the qwertz directory.

Now, can _I_ ask something, please ? What is your policy for
accepting keymaps ? I can remember several years ago I had to
modify a map to get something suitable for my "british" ibook (G3),
and there was a stony silence when I tried to feed it back. FWIW,
it no longer worked when I had to get a G4 ibook, so it's not a
long-term loss, I'm just curious.
