Это рашширение tcl, весьма старое и самостоятельной ценности не
представляющее. Я пытался получить ответ на вопрос 'зачем' в личной
переписке, и, не получив ответа, счёл, что речь о чистом исскустве.

Я готов попытаться вернуть этот пакет к жизни, если у него планируются
потребители, но определённо не готов относиться терпимо к попытке протащить в
сизиф под крышей blt копию tcl/tk 8.4, равно как и к игнорированию
правил упаковки расширений tcl.
