Пока лучшее, что можно делать -- это хотя бы фиксить те баги,
которые уже известны. Откуда брать выделенных тестеров --
вопрос организационный, и технически действительно бессмысленно
пытаться его решить. Поверьте на слово, не один год в
раздумьях/спорах/иногда_делах.

а пока выделенные тестеры изготавливаются из камикадзе вроде нас,
старательно ходящих по граблям и документирующих по мере сил :] хидден,
привет :)
правда, для desktop applications это работает хуже
