Смотря что считать "основано". А то можно сказать что ALTLinux основан на
Mandrake основаном на RedHat, если случайно забыть что в репозитории уже
практически не осталось основаных на mandrake пакетов.
Может переформулировать это в необходимость иметь _собственный замкнутный
репозиторий_, или базироваться на российском полностью замкнутом
репозитории?
У нас до сих пор в репозитории есть пакеты с mdk в %release.
