Судя по тому, как файлы хранятся на диске, /usr/bin, /etc и прочее --
всё же каталоги, т.к. непосредственно в них никакие файлы не лежат, в
них только содержатся сведения о файлах размещённых на диске --
названия и где конкретно расположены.
Хотя внешне для пользователя это выглядит как будто есть папки и
внутри них есть файлы.
Опять же слово file тоже переводится как папка (но не та, что folder).
Так что на мой взгляд обе версии терминологии верны, просто они
отличаются тем, с какой стороны на это смотреть: со стороны логической
структуры (папки) и со стороны её реализации (каталоги).
Хотя лично мне нравится ещё со времён DOS слово директория.
