Это если верить /etc/mtab, а если заглянуть в /proc/mounts, то /
всегда остается ехт2. Даже при использовании initrd. Также можно
сделать tune2fs -l /dev/hdxx. Там будет в четвёртой или пятой строке
стоять что_то_там: not clean (по памяти не помню точно).
А вот если вкомпилить в ядро, то всё становится на свои места.
