В случае с pdnsd, наверно, останавливать его не надо (см. ответ отSergey
Vlasov <vsu@altlinux.ru>),
но наверно стоит добавить в пакет файл /etc/ppp/ip-up.d/pdnsd с
содержимым из /usr/share/doc/pdnsd-1.1.7a/pdnsd.ip-up.local.
ЗЫ поскольку мэйнтейнер у pdnsd и wwwoffle один и от же, то выскажу
пожелание и для wwwoffle здес: тоже было бы неплохо добавить
/etc/ppp/ip-{up,down}.d/wwwoffled для перевода в онлайн/офлайн как в
/usr/share/doc/wwwoffle-2.7h/contrib/ppp/*

Здравствуйте!
Без pdnsd почта, написанная в mutt в off-line, ждет до
подключения к интернету, а потом отправляется. В логах
Name service error for altlinux.ru: Host not found, try again
С pdnsd в d off-line хост находится, попытка отправить не проходит.
И присылается Undelivered Mail Returned to Sender.
Нужно при подключении service pdnsd start, при отключении stop.
Или это можно сделать как-то по другому?

А pdnsd тут при чем? Ровно такой же эффект будет наблюдаться с
некоторыми другими dns серверами в некоторых других ситуациях.
Настраивайте postfix.
