Прбовал разные зеркала
в результате имеем
apt-get update
Get:1 ftp://ftp.leo.org i586 release [3225B]
Get:2 ftp://ftp.leo.org i686 release [941B]

Заменяем
rpm [alt] ftp://ftp.leo.org/pub/comp/os/unix/linux/altlinux/Sisyphus/ i686 base
на
rpm [alt] ftp://ftp.leo.org/pub/comp/os/unix/linux/altlinux/Sisyphus/ i686 sisyphus
то получаем
Get:17 ftp://ftp.leo.org i686/sisyphus pkglist [982B]
Get:18 ftp://ftp.leo.org i686/sisyphus release [121B]
