Если у нового пакета значение Serial меньше, чем у установленного
или отсутствует вообще, то установленный пакет считается новее, чем
устанавливаемый. Обновление в таком случае, соответственно,
производиться не будет. Если майнтейнер пакета прошляпит это, то
получится то, что Вы описали. Вы можете проверить это вручную,
при помощи rpm. Получив версию установленного пакета, сравните
её с той, которая имеется в Сизифе. Если они совпадают, то всё в
порядке. А если в Сизифе версия новее, то выполните
rpm -Uhv новый_libcapplet и Вы увидите, ругнётся rpm, что установленный
пакет новее, или нет.
