Каждый может слать запросы root серверам. Я на своем сервере кэш-DNS
так и настраивал, когда у провайдера с его DNSом какие-то проблемы были.

Вроде как трафик DNS-ов платный, особенно того уровня...

всю жизнь сначала поднимал днс а forvard настраивал через полгода... :)
