Она для POSIX локали, и не может учитывать особенности каждой локальной

Ну насчет ABC, согласитесь, вы просто последнюю букву перепутали.

С этого всё и пошло. Немного недолюбливаю локализацию.
У них - запятая разделяет позиции,
у нас - (как мне на лекции читал преподаватель) десятичной точкой является
запятая. Соответственно приходится перечисление аргументов давать через
другой знак.
