Локализация тут ни при чём.
Форматы десятичных разделителей, разделителей разрадов, даты, времени
варьируются. Очень плохо "зашивать" их куда-либо.
Все правильные программы получают соотв. указания от операционной
оболочки.
Дело в региональных стандартах. Во всех регионах они разные. Кстати, про
какую из "у них" говорите-то?
