Ну, это делается довольно просто. Есдинственно что - не надо ставить cygwin - просто
mingw. Доки/патчи есть в cross-gcc faq. Есдинственно что, мне не удалось собрать
дистрибутивный gcc/binutils и завернуть все в rpm, так что пока все лежат в
~/local/crossgcc :-)
