Самое главное - определиться, нужен горячий биллинг (израсходовал
клиент время - отключили сразу) или нет (просто выставлять
счета/давать в голову (в зависимости от организации) по результатам
месяца). Во втором случае все просто - средств для сбора статистики в
netflow-like виде море, средств для обработки результатов - столько же.
Другое дело, что часто это написано и работает через задницу (тот же
ЛанБиллинг), но для сельской местности я думаю сойдет.
