Привет!
Насколько мне известно, до сих пор стандартных нет, потому что
"скачать" и т.п. -- сленг, а ничего другого не придумалось. Переводим
в зависимости от контекста.
Мое сиюминутное мнение: "загрузить" чаще означает "download", поэтому
в случае коллизий надо изобретать альтернативный перевод для "upload".
Например, в KTorrent "upload" -- "отдача".
