Можно ли заставить работать модем Zyxel omni 56K UNO в Linux. Он
только usb.
Если да то как?

Да можно.
правим ссылку /dev/modem на /dev/usb/ttyACM0
и дальше как с обычным модемом,
чуть не забыл если файла устройства(/dev/usb/ttyACM0) нет то
создаем его:
mknod /dev/usb/ttyACM0 c 166 0
