Господа,
с переездом на systemd вылез интересный баг
https://bugzilla.altlinux.org/30664
В %post пакетов dictd-* принято было прописывать
%post
%_initdir/dictd condreload
что не работает, так как %_initdir/dictd не умеет взаимодействовать
с dictd, запущенным под systemd.
нужно поменять на service dictd condrestart,
тот работает как надо.
Чтобы не менять везде, я добавил к dictd filetrigger
и почищу %post в dict-*.
