В /etc/net/ifaces/*/ovpnoptions пришлось добавить строчку
tmp-dir /tmp
для задействования существующего /var/lib/openvpn/tmp,
а не попытки использования несуществующего:
Jan 20 13:50:19 localhost openvpn[30376]: Options error:
Temporary directory (--tmp-dir) fails with
'/var/lib/openvpn//tmp/.private/root': No such file or directory
Вероятно, следует в etcnet сбрасывать TMP и TMPDIR перед
вызовом openvpn.
