Почему пакет не появился в updates?

Если уж _правильные_ -- то бнопня -- это данные в windows-1251,
выводимые как KOI8, а кракозябры -- это данные в, например, KOI8,
выводимые шрифтом с глифами ISO8859-1 aka Latin-1.
