mod_throttle надо убрать в orphaned -- последней сборке почти
четыре года, это текущая версия upstream, который прекратил

Я было подумал починить, но мне он не нужен -- для таких задач
когда-то thttpd цеплял. Плюс апстрим помер, очевидные
исправления сами собой на глаза быстро не попались.
Майнтейнер, кажется, в штатах сейчас.
