Я пытаюсь пересобрать engcom,
он вызывает dictfmt --locales ru_RU.UTF-8
но glibc-locales почему-то не устанавливается в hasher (даже если
в BuildRequires специально вписать зависимость на него),
и dictfmt не работает.
Существует какая-то специальная обработка для glibc-locales?

Да, hsh --install-langs=список.
Этот список пойдет в создаваемый /etc/rpm/macros:
%_install_langs список

Хорошо, вы тоже будете с таким ключом пересобирать этот пакет?
Или в sandman ставятся все локали?
