Я - за общую директорию (плюс, возможно, куда-то байт-код для emacs).
Сдается мне, что бОльшая часть подобного рода add-on'ов вполне переживет
загрузку из нескомпиленных .el без особого ущерба для производительности.
Можно еще оставить директории в /usr/local/ для самостоятельного emacs/XEmacs
творчества, куда желающие будут складывать precompiled .el'ы, но это уже
на любителя...
