--^^^^^^^^^^ - я в этом не уверен. Хорошо, если так, но боюсь, что нет.
Надо посмотреть.
А прописывать всюду %lang если и надо, то не руками - есть макрос
%find_lang (запустите /usr/lib/rpm/find-lang и прочтите usage).
