Либо таки добавить свежесозданному пользователю соответствующие правила
(более правильный путь), либо изменить правила по-умолчанию (что не есть
хорошо) в /etc/nessus/nessusd.rules.

Либо таки добавить свежесозданному пользователю соответствующие правила
