Вот поменял свой ISA Sportster(80045) на D-Link DFM-560E+ и сразу поимел с кикой проблемы -(
01 Jun 03 04:11:14 modem[2490]: calling TMG RHQ, 2:5030/675 (446-6557)
01 Jun 03 04:11:14 modem[2490]: resetting modem...
01 Jun 03 04:12:14 modem[2490]: got FAILURE
01 Jun 03 04:12:14 modem[2490]: hanging up...
01 Jun 03 04:13:37 modem[2491]: calling TMG RHQ, 2:5030/675 (446-6557)
01 Jun 03 04:13:37 modem[2491]: resetting modem...
01 Jun 03 04:14:37 modem[2491]: got FAILURE
Может часами в такое в лог писать, а может и не писать как повезет.
Девайс /dev/modem симлнк /dev/ttyS0 строка инициализации ATZ|
в модеме настрйки дефолтные, Самое уникальное ppp таких проблем не имеет,
что копать не знаю.
И еще, почему

Коннект 115200 ??? Раньше были более вразумительные значения.
И еще настройки порта в serial.conf
/dev/ttyS0 uart 16550A port 0x03f8 irq 4 baud_base 115200 spd_normal skip_test
