В ответ у меня родились такие мысли:
скорее всего, можно. но могут быть и траблы (та же Ява из рпмок очень не
хочет устанавливаться. точнее, установить через заднее колено можно, но
работать она отказывается). компилировать рпмки не надо, они уже бинарные.
если же это .src.rpm, тогда man rpmbuild.
