Попытался создать bugreport на ntop, и вижу, что нет такого компонента
для ALTLinux Server 4.0.1. Там только installer, packages, usability и
т.п. Как быть?

На Branch 4.0 или просто в компоненту bugs.
Это ещё не до конца решённая проблема юзабилити в багзилле: с одной
стороны хочется отслеживать баги в дистрибутивах (чтобы при выпуске
server 4.0.2 иметь их все перед глазами), а с другой - подавляющее
количество багов вешается на пакеты, причём пакетная база - общая для
нескольких дистрибутивов.

Наверное, всё-таки на Server 4.0.1...
