Лучше dist-upgrade всегда -- обрабатывает переименования пакетов;
upgrade в дебиане делался для ситуации, когда переименования в
рамках обновлений дистрибутива блокируются политикой (что было
весьма осмысленно, когда роскошь позволить себе дополнительные
вычисления была слишком дорогой). У нас в бранчах такие ситуации
штатно возможны, upgrade в подобных случаях откажется выполнять
обновление.
