[root@n var]# vzctl start 101
Starting VE ...
vzquota : (error) Quota on syscall for 101: Device or resource busy
vzquota on failed [3]
что делать?

помогло после
lsof 2> /dev/null | egrep '/vz/root/101|/vz/private/101'
