Нет. В WindowMaker.

KDE один раз запускал чтоб на 3.1 версию посмотреть. Локаль нормально настроена.
В XFree. На 3 раскладки (eng/rus/ua). Локаль ru_UA.KOI8-U. Для
некоторых задураченных программ (типа acroread) меняется на C или ru_RU.KOI8-R

Проблема ТОЛЬКО в Komodo. Может у меня Mozilla старая.
