Тут многое зависит от того с чем Вы привыкли работать!
Если Вы знаете (по Win-OS) Delphi или C++Builder, то могу посоветовать
Вам Kylix 3!
Не буду обсуждать, что "рулез", а что "ацтой"...
Просто для ВУЗа это вполне подойдет!
Там есть различные компонеты(и http и server/client сокет)...
Могу дать диск переписать ...
