Начало ответа:
Всё зависит от конкретной ситуации. Если надо совместимость с Ext2, например, для доступа к разделу Linux из Windows, - тогда Ext3. ReiserFS быстрее и экономичнее при работе с большим количеством маленьких файлов, ИМХО после перехода на ReiserFS _моя_ система стала жить несколько "живее". А /home я держу на Ext3 по причине, указанной выше.
