Так там пимпочка есть, которую буржуины скролбаром кличуть...
А вот автопозиционирование этого скролбарчика на кодировку, соотв. текущим региональным установкам - было бы удобно.
Только опять cp1251 (она же иногда microsoft-1251, иногда windows-1251, иногда cp1251) - всю картину портят...
