Здравствуйте, community.
При ротации логов, вновь созданный файл имеет нулевую длину.
Приходиться перезапускать апач вручную, чтоб он начал в него что-либо
писать.
Подскажите как исправить. И что за команда такая: condreload

Вы почти у ответа... ее надо поменять на condrestart.
Было исправлено еще в 1.3.28rusPL30.18-alt2 (и потом по
недосмотру опять утеряно), специально перепроверил, что взят
исправленный исходный файл, при сборке 1.3.31rusPL30.20-alt3
(см. тж. updates).
Варианты -- обновить apache до последней версии/сборки (что всяко
рекомендуется) или:
subst 's/condreload/condrestart/' /etc/logrotate.d/apache
